Russia Calls for Permanent Access to Missile Shield Sites

Russia wants a permanent presence at the missile shield sitesRussia is calling for it to be given permanent access to the Polish/Czech host sites where elements of the US Missile Defence Shield will be based, as a condition of it agreeing its implementation.

According to Sergei Lavrov, Russia’s Foreign Minister, the issue of such access was a sticking point in discussions with Washington.

New Arms Race

Lavrov added that, if the US falls short of satisfying Russia’s concerns over the shield, a new arms race could unfold.

The US Missile Defence Shield is a subject visited often by Armed Forces International. In essence, it is viewed by the US as a measure against attacks launched by so-termed “rogue” states such as North Korea or Iran. As countries hosting parts of the shield, Poland would have a contingent of missile interceptors, while radar facilities would be erected in the Czech Republic.

Russia has been a consistent opponent of the Missile Defence Shield.

Referring to the issue of access, Lavrov said: "In all these many proposals we are interested only in two things - the permanent presence of our officers and reliable technological means of monitoring [what goes on at the two sites]."

Speaking to the Russian media, he added: "For us it is important that we should see second-by-second where that radar is looking, and what is happening at the... base in the Czech Republic."

Under the terms of the US’ proposals, Russia would be permitted to access the sites on a frequent basis, but not to have a full-time representation there, Lavrov explained.

"In the proposals which we have received... there is no mention of a permanent presence, it says that officers can be posted to the Russian embassies in Poland and the Czech Republic and work at these sites on the basis of reciprocity."

He added that neither Poland nor the Czech Republic “want to hear about a permanent Russian presence.”

No Missile Deal from Bush, Putin Talks

Presidents Bush and Putin last talked on the subject of the Missile Defence Shield on the 5th April. Although a basic agreement was formed, a full deal remained unattained.
