At QinetiQ we recognise that the key to optimising business benefits is a detailed understanding of the interaction between each element of munitions' management. Balancing economics and technology will enable you to sustain a weapons capability. However, a thorough understanding of the relationships within an end-to-end through life management process will optimise the confidence in delivery to the right place, at the right time in the right condition, with the expected performance and at an affordable price.
QinetiQ competency in weapons systems support is comprehensive. Technical understanding gained from years of munitions research and the provision of in-service surveillance services is now being combined with our capabilities in performance management, human sciences, data and performance management, in-service support and test & evaluation to be able to provide a whole life, systems engineering approach to any of our support activities, including munitions management.
Munitions Whole Life Assessment
QinetiQ was selected to support the MOD in the generation of a new Munitions Whole Life Assessment Policy, including the implementation planning, business case modelling and the development of the Technology Roadmap that will enable planned incremental improvements to the policy implementation. To support the business case for implementation funding we developed a financial model that identifies both the investment and benefits of varied levels of WLA policy implementation.
Using our extensive knowledge of the science of energetic materials and a systems engineering approach we are developing a WLMM Reference Model that enables us to support the economic predictions required for true through life management planning. This work will enable us to support both government and industry in maximising the benefits and gainshare potential in the management of munitions.
Safety & Environmental Cases
QinetiQ has been evaluating weapons systems for safety and suitability for service use for decades. We helped generate safety management systems and environmental legislation. Through this and our ability to test and develop environmental impact statements and hazard assessments we have developed a smart process that enables a particularly cost effective yet compliant Environmental Hazard Assessment to be generated to support the safety and environmental case for any weapon system.
Asset Management
Munitions are 'just another asset' that requires some specialist knowledge to manage and operate safely. The key to improving any asset management business is data and knowledge management. At QinetiQ we understand what munitions data needs to be collected, how to collate it, share it and make it available for mining, enabling its use in business processes and improvement tools. Current capabilities include our own Q-Star software that is the preferred obsolescence management tool of the US Department of Defence. We also have a working knowledge of COTS data and text mining techniques. We are developing the techniques and structure to transfer and roll out this knowledge into any business improvement process.
Munitions Test and Evaluation
QinetiQ has munitions test and evaluation knowledge, tools and experience that extend significantly beyond our Long Term Partnering Agreement with the MOD. The LTPA provides the MOD with economic management and continued access to the strategic facilities required to support test and evaluation in the UK. Beyond this QinetiQ has a comprehensive set of performance and evaluation tools and additional facilities including those situated at Fort Halstead where a national centre of knowledge and facilities for the evaluation of energetic materials resides.
