Responsible for over £1billion worth of MoD contracts, Lex Defence is one of the largest suppliers of fleet management and logistics solutions to the MoD; including the provision of over 14,000 'white fleet' vehicles, and consumable spares for the British Army's Challenger II tanks.
As one of MoD's key suppliers, Lex Defence appreciates just how far the MoD has come in terms of outsourcing logistics, in a very short time. Since the roll-out of Smart Acquisition, the formation of the Defence Logistics Organisation and Defence Procurement Agency, the MoD has made important progress in both the procurement and in-service support of its equipment necessary for military capability.
This transformation has been driven by the need for greater efficiency. It is heartening to see that effectiveness is increasingly the power behind the logistic transformation of Defence. Explicit in this new imperative is a challenge to Industry to partner with the MoD and increase the effectiveness of the UK's military capability. This includes optimising availability, guaranteeing operational surge and minimising costs - with no compromise whatsoever, on delivery, support and service.
I have been part of this challenge from the outset, both from within the MoD and within Industry, so I know just how far the MoD intends to go to transform its acquisition and combat service support. The Defence Logistic Transformation Programme is a critical element in this endeavour and Whole Fleet Management is a key enabler of that transformation.
I have no doubt that the MoD will get there and I believe that best-in-class companies, such as Lex Defence, can make powerful contributions to strategic, operational and tactical success.

Indeed, Lex Defence has already provided an insight into what is possible. The UK White Fleet PFI, a 10-year contract to supply the full range of non-combat vehicles to MoD establishments, is an example of a best practice PFI, developed with quality of service, cost benefits and shared gains in mind.
Rolled out to 1,800 dispersed units of all three Services, on time, within budget and to plan, this flagship PFI has delivered 10,635 items of new, modern and more reliable vehicles to its military customers - equating to a staggering 15 new vehicle deliveries every working day, since the contract began.
Lex Defence's performance, in conjunction with its MoD Partner, SUV IPT, is equally impressive. Fully-maintained vehicles have been made available for over 12,600,000 days, at an availability rate of 99.5%; periodic hire vehicles' availability runs at a similar 98.1. The contract has delivered support to large scale military and civil operations worldwide and has achieved industry-leading customer satisfaction ratings in excess of 97%. Its 'gain share' system has delivered cost reductions across the contract that benefits both parties.
Lex Defence is also the groundbreaker in another area of Smart Acquisition. The ChallengeR 2 Innovative Spares Provision (CRISP) was the first contract of its kind in the Land Environment, deploying Industry best-practice to deliver unrivalled performance to its customer, witness a 90% reduction in delivery time, 89% reduction in inventory, estimated 33% reduction in service costs and 27% increase in availability.
